SCERT
State Council of Educational Research and Training (SCERT).Delhi is an autonomous body of government.It is a nodal agency recogniszed by the National Council of Teacher Education (NCTE) for admission,curriculum construction,course conduct,guidance,examination and certification of pre service training programme in the area of pre-primary teacher education and elementary education.
The 1986 National policy on education recommended the creation of SCERT in each states as a measure of decentralization of functions in quality education,research and training.SCERT is working with 9 District Institute of Education(DIET),21 Recognized Private Institutes imparting 2 year full time Diploma Programme in Elementary Teacher Education.
SCERT organizes in-service teacher education programmes for teachers of MCD,NDMC and DTe of programme special workshop for heads of schools are also undertaken.During 1991-2005,SCERT along with DIETs have organized in service,training orientation programmes for 91.Heads of schools,educational administrators and teachers.
                     Functions of SCERT
It prepares handbook and other instructional materials for teachers,helpful for making instruction modearn and technology oriented.
To act as an agent of change in school education,non formal education and teacher education in the state.
It is directly and indirectly connected with the in service training of primary and pre-primary teachers by giving administrative and managerial leadership to the DIETs.
To develop state curriculum framework for school education,review and revise syllabi,scheme of examination and evaluation,prepare questions papers etc.
To  function as a nodal agency for the implementation and monitoring of national level educational projects such as DPEP,MLL,SSA etc.
To provide extension services to teacher training institution at all levels in the state.
To functions as a controlling authority essentially in connection with the academic aspect of elementary teacher education.
To prescribe curricula and textbook for the schools (std 1 to 12).
It conducts research studies,the findings of which are transmitted to teachers for making their work dynamic.

          CURRICULUM   PHILOSOPHICAL ,SOCIOLOGICAL,PSYCHOLOGICAL AND LINGUISTIC FOUNDATIONS OF CURRICULUM
The term "curriculum" is derived from the Latin word "currere" which means "path ".Curriculum is a tool in the hands of an artist (teacher) to mold his materials (pupil) according to his ideals (objectives) in his studio (school) .Any curriculum to serve the purpose for which its constructed must be based on sound foundtions. As any system should be based on the philosophical,sociological,psychological and linguistic foundations; the curriculum too should be developed.
PHILOSOPHICAL FOUNDATIONS
            It is the philosophical of a society that determines the ultimate aims of its education.The social structure and its economic organisations are also based on philosophical foundations.Philosophy considers such fundamental and profound issues such as mans place in the universe the aims of society the relationship between man and society.Various philosphies such as idealism ,naturalism,pragmatism and realism have different answres too.
SOCIOLOGICAL FOUNDATIONS
        The sociological foundations of education demands that we should bear in minds the needs requirements and aspirations of the community for which an educational system is designed .Sociological approach considers not only the needs of the society but also the needs of the learner.
PSYCHOLOGICAL FOUNDATIONS
     The most impotant basis of curriculum formation of psychological foundations considerations.In modern times so much research has been conducted in the sphere of educational psychology that it has become an independent branch of study.The result of these research studies have had great impact on the shaping of curricula.This is only natural became curriculum is the means the educands development and hence it should be shaped in tune with the psychology of the learner.
LINGUISTIC FOUNDATIONS
            Linguistics is the study of human language ,its nature,its origins and its uses .This course will give students an overview of the field of modern linguistics and basic skills in linguistic develops understandings of the various subsystems of language including phonology,morphology,syntax,semantics and the lexion.

UNIVERSITY GRANTS COMMISSION {U G C}
                      The university grants commission (U G C) of India is a statutory body set up by the Indian union government in in1956,and is charged with coordination,determination and maintenance of standards of higher education .It provides recognition to universities and colleges .Prof Ved Prakash is the chairman of UGC India. Its headquarters is in NewDehli and six regional centers in Pune,Bhopal,Kolkata ,Hyderabad, Guwahati and Banglore.
FUNCTIONS OF U G C
1. The main functions of the U G C is to allocate funding to its institutions and to offer important expect advice to the government on the strategies development and resources requirement of higher education.
2. Promotion and coordination of university education  and for the determination and maintenance of standards of teaching,examination and research in universities and for the purpose o performing its function.
3. For promoting common facilities,services and programmes for a group of universities.
4.To acquire and improve basic skills of teaching at the universities
5.The UGC advices both institutions  and governments on campus development plans and proposals made by institution with a view to supporting their academic and overall developments.
